They do tnhave to follow what lawmakers decide. It is just a legal framework that if a company wants to see a doctors certification on the first day they can do that now. Most companies will keep their "on the 3rd day" certificate rule. Also our company even allows you to stay home without any doctors certification for 2 consecutive days. You can do that 3 times per year max.
