I,Sinya Lee, 34 years old, Han Chinese, and a U.S. citizen, hereby formally demand that China immediately cease all discriminatory policies against Han Chinese.

>The Current Situation of Discrimination Against Han Chinese in China

Han Chinese face comprehensive discrimination and persecution in China. For a Han Chinese person, China deprives them of both culture and faith, and the freedom to reproduce. They cannot inherit the history and culture of their ancestors, nor can they pass on their lineage. Han Chinese in China are stripped of their dignity and meaning as human beings, reduced to the status of animals, like chickens, ducks, cattle, and horses.

Culturally and religiously, China has specifically targeted and humiliated the culture and beliefs of the Han people. Characters such as “漢”, “華”, and “龍” have been specifically modified. Currently, Han Chinese in China do not even have the freedom to use traditional Chinese characters. Traditional Chinese characters (traditional characters) are prohibited from publication, use in company signs, and appear in official documents. Linguistically, Han Chinese are only allowed to use the Beijing dialect, which is the creole language of the Manchu people in Beijing (an accent formed by Manchus learning Chinese). Other Han languages such as Wu, Min, and Yue have been targeted for elimination. Han children who speak their mother tongue in school are even subject to corporal punishment by teachers. In terms of faith, the core of Han Chinese beliefs lies in ancestor worship. Han Chinese were forced to undergo cremation and were forbidden from being buried. My hometown, Tashan, near Nanyang in Chenghai, was originally a cemetery for my clan. As a result, countless graves were blown open, and the tombstones were used as building materials.

This targeted insult to our ancestors and beliefs is incredibly heartbreaking. And this insult is directed only at the Han Chinese; Uyghurs and Hui people still have the privilege of traditional burial, and the Tibetan tradition of sky burial is not prohibited.

Regarding reproduction, for the first time since creation of the world, the Han Chinese have been deprived of their reproductive freedom. Decades of family planning, accompanied by a one-child policy and forced abortions targeting only the Han Chinese, is a shameless violation of their fundamental rights. According to the 1948 Convention on the Prevention and Punishment of the Crime of Genocide, forcibly prohibiting a people from reproducing is a typical crime of genocide. China's family planning policy against the Han Chinese is one of the most horrific crimes of genocide in human history. Countless Han Chinese pregnant women nearing delivery have been forced to have abortions by the Chinese government. A healthy, fully capable of independent survival and birth, a fetus, is directly killed with poison or even forceps. It is extremely cruel; even imagining the scene is unbearable.

Procreation and carrying on the family line are also core to the Han Chinese faith. The one-child policy and forced abortions have compelled countless Han Chinese to undergo sex-selective abortions to continue their lineage according to traditional beliefs. Many have been forced to kill their own daughters, creating further tragedies. This has also led to a severe gender imbalance in the Han Chinese population, further contributing to the continued decline in the next generation's fertility rate.

The continuation of the family line and the continuation of ancestral worship are core beliefs for Han Chinese. The one-child policy and forced abortions have compelled countless Han Chinese to undergo sex-selective abortions to continue their lineage according to traditional beliefs, resulting in numerous tragedies and the forced killing of their daughters. This has also led to a severe gender imbalance in the Han Chinese population, further contributing to a decline in the next generation's birth rate.

In terms of economic and social opportunities, Han Chinese also face numerous forms of discrimination. China is a socialist country where the state controls the economy, and within all state-controlled organizations, Han Chinese, especially those from Guangdong and the four northern provinces, suffer extremely severe discrimination. China's public universities, such as Tsinghua and Peking University, monopolize educational resources. In Beijing, where Manchus are concentrated, the average number of students admitted to Tsinghua and Peking University is 40 times that of Henan Province and approximately 80 times that of Guangdong Province. Furthermore, Manchus receive additional points. In other words, a Manchu descendant in Beijing has a 100 times greater chance of being admitted to Tsinghua or Peking University than a Han Chinese from the Central Plains, and more than 200 times greater than a Han Chinese from Guangdong. Civil servants and employees of state-owned enterprises within the system also enjoy preferential policies similar to bonus points in the college entrance examination for ethnic minorities.

In China, ethnic minorities not only escape the aforementioned discriminatory policies but also enjoy numerous preferential treatments. These preferential treatments extend beyond cultural and economic opportunities; they constitute a legally established system of superiority. In China, even equality before the law is not guaranteed. The "two less, one lenient" policy towards ethnic minorities ("adhering to the principle of 'fewer arrests and killings for ethnic minority criminals, and lenient treatment as much as possible') has effectively made them a privileged class.

Although China officially claims to have 56 ethnic groups, after decades of privileged privileges for these minorities, only two remain: the Han and the minority groups. All the minority groups, in order to maintain their privileged status and obtain patronage and transfer payments from the Han, have spontaneously united to discriminate against the Han. The Tatars, Hui, and southwestern minority groups in China have effectively united into a single "minority" for the sake of privilege. This ethnic identity is 100% built on discrimination, hatred, and oppression of the Han. Through cultural works such as *Wolf Totem*, *The Battle of Penghu*, and Qing dynasty dramas, China's minority groups continuously promote the idea that the Han are inferior and that they are inherently sinful, attempting to establish a racial caste system based on Europeans, minorities, and the Han, forever relegating the Han to the bottom.

In the face of shared privileges and interests, bloodline, culture, and history become unimportant. Historically, there has been deep-seated hatred between the Tatars, Hui, and southwestern minority groups. During the Mongol Empire, the Mongols massacred Persians, Arabs, and Russians. The entire Middle East was devastated, and the Islamic world never recovered. During the Qing Dynasty, the Manchus perpetrated genocide against the Dzungar Mongols and implemented population reduction policies against other Mongols. In Shaanxi, the Qing supported Han Chinese in suppressing the Hui rebellion. In Guangdong, the Cantonese, Chaoshan, and Hakka people identified themselves as the legitimate Han Chinese to avoid being perceived as uncivilized Miao and Yao people and thus suppressed by the Qing government. Now, however, for shared privileges and interests, and to jointly oppress the Han Chinese, the Manchus, Mongols, Hui, Uyghurs, Miao, and Yao have overcome all differences in bloodlines, cultures, and historical animosity, uniting closely together.

Zhang Guimei, a Manchu from Liaoning, went to Yunnan to become the principal of a public school. However, in her first class, she only admitted minority girls, refusing to admit any Han or male students. Later, even when many Han men were dropping out of school, she attempted to admit Rohingya students from Bangladesh. Although during the Qing Dynasty, Manchus discriminated against Yunnan's ethnic minorities more than Han Chinese, in contemporary China, a shared hatred towards Han Chinese led Zhang Guimei to prefer admitting Rohingya students over Han men.

In 2020, I published a commentary on Zhihu satirizing China's ban on marriage for high school students from the Chaoshan region, while granting Muslims complete reproductive freedom. I only indirectly mentioned this fact, yet a prominent Manchu influencer from Liaoning named "Xia Gongshi" screenshotted and reported my commentary, attempting to label me as someone who undermined ethnic unity, trying to incite persecution in China, and silencing my discriminatory policies.

In modern China, figures like Zhang Guimei and Xia Gongshi, Manchus from Beijing and its surrounding areas, and Mongolians and Tibetans within the system, are considered "elites" of minority groups. They are responsible for promoting the theory of Han Chinese original sin, enacting discriminatory policies, and persecuting Han people who speak out. Meanwhile, ordinary minority citizens who support these elites can gain extra points for admission to prestigious universities, assault Han students at ethnic minority universities, pass civil service exams using minority quotas (and even receive subsidies for beef and mutton if they fail), and even force others to sell "cut cakes" in Shanghai. These minority elites and ordinary citizens collude, their shared interest being the oppression of the Han Chinese.

I know I'll face attacks and accusations from many minorities. They'll say I'm American, so why should I concern myself with Chinese affairs?

First, I pursue justice impartially. Back in April 2019, I donated over $500 (approximately 4,000 RMB) to SFFA for legal fees in a lawsuit against Harvard University. More than four years later, in 2023, the US Supreme Court ruled against Harvard, ending Harvard's decades-long discriminatory policy against Han Chinese/East Asian students. No matter how difficult, I will strive for justice.

Second, even from a self-serving perspective, discrimination against Han Chinese in China is not only related to Han Chinese in China, but also closely connected to Chinese Americans (Han Chinese). Martin Luther King Jr. said, "Injustice anywhere is a threat to justice everywhere." China often promotes the idea that only when the motherland is strong can overseas Chinese have dignity. This statement is incredibly true. Currently, the status of Han Chinese in the motherland, according to the Chaoshan dialect, is described as "being bullied and ridden by everyone." Anyone can bully them. With Han Chinese so weak in their homeland, how can overseas Chinese possibly thrive? Han Chinese immigrants to the US are accustomed to discrimination and subservience to other ethnic groups; how can the status of Chinese people in America possibly rise? And if an American goes to China and witnesses the discrimination Han Chinese face there, how can they possibly refrain from discriminating against Han Chinese upon returning to the US? Only when the motherland is strong, only when Han Chinese are no longer exploited within their homeland, can overseas Chinese have dignity.

A Letter of Appeal

I hereby demand that China immediately cease all discriminatory policies against the Han Chinese:

1. Completely abolish the one-child policy. Han Chinese, regardless of education level, wealth, household registration, or "political affiliation," enjoy complete reproductive freedom.

2. Completely abolish provincial quotas for college entrance examinations and bonus points for ethnic minorities. Chinese citizens, regardless of ethnicity or province of origin, have the same right to education.

3. Completely abolish ethnic minority quotas for civil service positions at all levels and in state-owned enterprises. Han Chinese should enjoy equal social resources with ethnic minorities.

4. Completely abolish the bans on traditional burial practices, "feudal superstition," "dialects," and "traditional characters" targeting the Han Chinese. The Han Chinese should enjoy freedom of belief and culture.

5. Cease unfair verbal insults and discrimination against the Han Chinese. If *Wolf Totem* can be legally published in China, then my *On "Manchu-Mongolian Values"* should also be published.

6. Revoke all public office and honors held by Zhang Guimei, a Manchu.
