Yugoslavia under Tito accepted them because they wanted to use them against Hodxa with which they were in conflict and they again sort of got their old role of enforcers.But there was not enough financial incentives by Yugoslavia so they used the open borders policy to start going to Western Europe and their talents were completely in line with what was necessary by the criminal word.Then as time went on, and Yugoslavia was no longer in open conflict with Albania, they tried to make them work as well, which went as poorly as you can think. The criminal elements from across Europe connected with foreign secret services, where the Albanians would do the dirty work for the foreign secret services (drugs, prostitution, weapons) for a relatively small fee and they would support them in the region.That is how they ended up, at the top of the criminal chain in so many countries. We literally had immigration from Kosovo, because the local Albanians massively left for the EU so the local Albanian parties started brining in Kosovars to replenish the numbers. It is also why here the Tuks and Bosnian despise them here because they keep trying to assimilate them. They have had some success with Bosniaks and Macedonian Muslims ( our fault), but no success with the Turks.
