If you are struggling here as a citizen, you'd be given dozens of services and opportunities at every turn to make it out of it. If you don't, drugs the cultprit.Can't give drug addicts money, they will spend it on drugs, cant give them housing, they will turn it into trap houses and get taken over by dealers, in some cases you can't even let them in shelters as they will sneak in weapons and drugs regardless.
