A few things I can see from this footage. There were at least two niggers hounding and intimidating him, and one nigger (the one in the white t-shit) trying to keep them off and de-escalate. The white guy's posture and body language looks relaxed at first, but increasingly anxious and becoming hyper aware, trying to track the two simultaneously. He was not the agitator or aggressor. He flinched and squared himself toward the increasingly agitated monkey to the right and at that point the cowardly little monkey on the left took his opportunity to tackle him off guard from that angle. Two police officers went to break up the fight. Two went for the white guy, immediately and firstly. But the monkeys had the perception to run away. The white fella was disorientated from the tackle and got up just as he got tackled again from a female officer. Being disorientated, he thought it was another aggressor jumping in, shoving him to the wall and instinctively swung at her. The other officer seeing that the white guy was being handled walked after the negroes who were still barking at the white guy. We can see that she stops them in that last few seconds but does not restrain them. As the white guy reorientated himself, he realised it was an officer and restrained himselfWas it right to charge him for assault on an officer? Don't really know,, it doesn't seem fair. But one thing that can be clearly Observed and seen is their DEI two tier training in policing.
