America has too many horses. We banned killing wild ones back in 1971, so the only legal solution to their overpopulated herds is live capture and storage. The government will literally give you free horses as long as you promise not to slaughter them. I think a lot go to Brazil and Australia too? But even that isn't enough, horses are long-lived and expensive to keep and feed, we can't give them away fast enough. It's reaching the point some are starving from overgrazing in the wild, which of course damages the land too.
