Most of them are shooting the shit in barracks doing absolutely trivial and menial shit collecting paychecks.Run foreign bases with skeleton crews/majority foreign service members. Anchor the boats. Withdrawal these soldiers and put them to work. Make them build mass housing complexes in run down cities. We can fly troops to anywhere in the world in a day. We have the largest 'standing' military in the world. They just stand around.Build the housing, drive down costs, and allow the housing to be only for US citizens that apply. With economies of scale we'd be able to both build an insane amount of housing and infrastructure projects while also collecting revenue to make the Armed Forces pull their own weight.

You could just have a regular Federal Job Guarantee program -- not unlike the original Works Progress Administration -- do the same thing. There is plenty of surplus materials and labor in the country, or misallocated materials and labor.But you'll have to keep it simple and embrace newer, labor saving technologies/techniques to reduce the skill barrier for the workers such a program would absorb.
