Well the claim is that its about ensuring continuity of state functions in the event of a disaster or warMeaning proximity to tokyo is badThe further you get from tokyo the betterThis means we have two realistic options: Sapporo and Fukuoka.Fukuoka is a good option as it has a full array of existing transit connections to Tokyo and is in a position that is relatively safe in terms of natural disasters.Downside is its a major tech hub for Japan and the last thing these companies want is a bunch of civil servants anywhere near them.Sapporo is also pretty safe. Less typhoon risk than Fukuoka too. Main issue is heavy snowfall risk but thats pretty manageable with preparation.Currently its economy seems heavily focused on tourism so this could be a way to diversify the regions economy.Main downsides? Not currently connected to the shinkansen (though it is planned) and the change would completely destroy the cost of living there pricing out a lot of existing residentsThat being said Osaka is the likely outcome as this whole policy is being pursued purely to appease the junior partner in the current ruling coalition and they are based in and around Osaka.

It is pretty much enclosed by mountains (Chinese views of what a capital should be like). It already is difficult for normal people to live there with the tourists, at least in all the main spots.
