The ruling party in Japan has submitted a bill to create a 2nd capital city
This basically has to happen to prepare for inevitable natural disasters in the Tokyo area, spread tourist to stop overcrowding and stopping Tokyo's over centralization on the economy

Option 1:Osaka
Osaka is the leading candidate to becoming the 2nd capital, it's already the 2nd biggest city in Japan economically and culturally and It's distance from Tokyo will also make it a good Emergency backup whilst also not being too far away
Having the 2nd capital be in a metropolis could also help create more job opportunities for immigrants to help with the declining population

Option 2:Fukuoka
Fukuoka is located in southern Japan and is close to neighbouring countries such as south korea,China,Taiwan and further down south the Philippines.
It's also one of the safest cities in Japan from natural disasters
The biggest negative is that it's 150 minutes fly distance from Tokyo will make it a slow Emergency backup

Option 3:Nagoya
Nagoya sits in the heart of Japan and sits perfectly between Tokyo and Osaka (1.5 hours on high-speed train)
It's also a powerhouse location for the manufacturing industry and it's layout could be helpful to avoid the cramped and chaotic feel of other large Japanese cities

Option 4:Saitama
The biggest advantage to choosing Saitama is its close proximity to Tokyo
This would make it easier to share recourses and sharing the same electrical power ensures new government hubs receive steady power
Because Saitama sits on a stable Kanto plain it provides a safe plan B route if Tokyo gets an unexpected earthquake
The massive disadvantage to making it the 2nd capital is that it's a small location next to an already overcrowded area which will invite too many people inside a small location

This whole bid is about a temporary coalition government where the ruling party’s intend unpopularity has forced it to ally with Kansai regional dudes who are happy to support the unpopular establishment in exchange for some asskissing.

I do think Japan should run two capitals though. One that’s western oriented and one that’s Asian oriented. Tokyo obviously should lean West and Indian and be permitted a long decline.
The emperor should move back to Kyoto and build the new Diet and embassies in Nara. However most administrative offices will be in the Yawata area with bureaucracies in Kansai.

As the West declines so will Tokyo and when disaster does strike the can leave it as a junkyard and rename it back to Edo.

I’d make Fukuoka a special economic zone to contain Chinese elements.

Japan also needs to get smart about importing refugee talent from the dying US. A lot of Asian young talent is there and some whites. No liberals, you have to learn Japanese and intern in boot camp like Japanese hazing situations.

Kyoto simply needs to ban tourism. All train stations and road terminals will have passport checks and you need an expensive lottery based Kyoto pass to come.

Option 5

Floating citiy on coast of Japan. It will be the greatest project and economic motor for mining and steel in all of japan if not even asia. Quake save, tzunami safe, ports from all sides. Infinite space. Tide and curent based energy production. The further out it is the more ocean japan can claim for economic and political reasons. Could be the pilot project for citys out in the sea. Towards china. Best choice if japan is on the way to a recesion and needs to keep the wheels spining.

Meaning proximity to tokyo is bad
The further you get from tokyo the better

This means we have two realistic options: Sapporo and Fukuoka.

Fukuoka is a good option as it has a full array of existing transit connections to Tokyo and is in a position that is relatively safe in terms of natural disasters.
Downside is its a major tech hub for Japan and the last thing these companies want is a bunch of civil servants anywhere near them.

Sapporo is also pretty safe. Less typhoon risk than Fukuoka too. Main issue is heavy snowfall risk but thats pretty manageable with preparation.
Currently its economy seems heavily focused on tourism so this could be a way to diversify the regions economy.
Main downsides? Not currently connected to the shinkansen (though it is planned) and the change would completely destroy the cost of living there pricing out a lot of existing residents


That being said Osaka is the likely outcome as this whole policy is being pursued purely to appease the junior partner in the current ruling coalition and they are based in and around Osaka.

I have lived there twice. My favorite city in the world (although people who were there decades ago would tell you it has gone to shit). It is NOT a good capital. It is pretty much enclosed by mountains (Chinese views of what a capital should be like). It already is difficult for normal people to live there with the tourists, at least in all the main spots. They sure as hell don't want more coming.

Kansai is pretty much the weight point of Japanese geography to balance with Kanto. But to set capital on their already overpopulated & saturated Kyoto-Osaka-Kobe region is dumb. Let those regions flourish by their own.
