Maybe tempting to one man at the top, but he will never be able to build up a conspiracy to pull off the plot when any of his potential co conspirators are more likely to fear committing the gravest sin over gaining more power. If the Arab revolutionaries were ruled by religious leaders like Iran rather than colonels and generals I find it very hard to believe that they would have suffered countless coups and revolutions over the past few decades as they have in our timeline. It’s not just the religious leadership either. It’s the balance between clerics and presidential democracy, state army and revolutionary guard. I would argue theocracy with good optics like Iran (by sharing power with a parliament) is probably the most secure state you could build. It relies on religious love and devotion as opposed to any other dictatorship which relies on fear alone.
