It's worth noting that while Germany has allocated and spent money and talks a lot about building up their militaries they haven't actually done so. Beyond running some quiet drone factories and development for Ukraine there is no serious progress in this regard. Germany's economic structure makes shifting production in factories very difficult - labor has a say and nothing happens quickly.Japan at least builds things but they are not self-sufficient and they can be attacked very quickly if things get too spicy.
