In modern day I would take a different approach: only net positive taxpayers (90% white men) should be allowed to vote. If you dont contribute then you shouldnt vote.It's not racist. It's not sexist. It's all about responsibility. Freeloaders will always vote for bigger government and more redistribution so their vote is always harmful.
