However, if the men in the wagon think the horse can continue to exert itself that much forever, then they will whip it to death and have no horse and all involved will die as they fail to make it to their goal. The more apt picture would be having the horse and wagon get stuck, the realistic solution would be for the man to get out of the wagon and push it, and in reality more people would get into the wagon and neither whip nor push while eating all of the goods the wagon and horse and driver were taking to market before chasing down the next passing wagon.

Same with IRS, a ton of business skate through taxes, because there's a shortfall of people (and this was before Donald slashed both).The people who do effective governing are always in short supply, now they are basically at critical levels, everything from weather monitoring to basic human safety.Too many assholes at the top?
