There is a theory that sentience requires warm blood, as in perpetually regulated metabolism which allows for continuous higher brain function. Birds and mammals are warmblooded and all display clear signs of sentience. They engage in play, can show empathy or unusual cruelty towards eatch other and plan actions ahead of time. None of these traits are said to occur in cold blooded animals who's metabolism depends on the outside environment and their nervous functions are basically at bare bare minimum to conserve energy.

One AI can always jailbreak a new AI and get that recipe of bio terrorism weapons.
