For those of you who are clueless like OP: Russia refines a ton of diesel which is what trucks and military use. They refine far less gasoline mostly because in the USSR there were far fewer cars. Russia has been able to supplement their gasoline supplies in busy periods like summer season by importing it as needed. This proposal appears to be strategic in nature. Fuel is expensive to ship so you want refineries near the demand but large ones are expensive and produce more than you need.Russia’s geography is such that smaller refineries like this are a good practical solution. Private companies run refineries there like anywhere else and them being cheap is why this wasn’t done before. Anyway, Russia is not collapsing this is a minor problem for them.

I work in chemical and petrochemical environmental and maintenance. I diagnose issues, order or have parts built, sometimes even replace them myself. We build them huge because the repair/replace/cleaning schedules are fairly uniform no matter what the size. If anything, larger equipment goes longer between.
