Because most other causes of death are way down, but you can't live forever, and cancer is one of the ways your body eventually fails if you don't die of other causes (such as disease, famine, or violence). If you eliminate all the other things that would kill someone, more people will live to the point where they'll get cancer. Treatment of cancer is actually a lot better now than in the past, so it's more survivable, but it's still relatively deadly compared to everything else.
