Landing directly on the launch tower is definitely the most efficient it can possibly get, and also the coolest. Catching a booster on ropes doesn't look as impressive even though it's very safe and saves on mass compared to legs. While it wouldnt work out, the US really has no other way to deal wtih China due to the fact that China has so many ocean surveillance satellites in orbit and so many hypersonic missiles in its arsenal that it would make it suicidal for the US to deploy its carriers or any of its asian bases vs China. Anything that is within 5000km radius around China, aka the range of the DF-26 IRBM, will be struck and destroyed in the first hours of the war, much like how Iran did with the US bases around them.
So the only american card to play is its stealth bombers deployed from CONUS (not even Hawaii, since it will be attacked by Chinese hypersonics all the same), flying all the way across the pacific to bomb China's navy and industries. But since China also has a large and growing stealth fighter fleet (about 500 J-20 and 120 J-35s by now), these B-21s will also be at risk of being intercepted long before they get into range of their JASSMs. So the US first needs to find a hard-counter to the Chinese stealth fighters via space based radar satellites, staking all hopes on Muskrat and SpaceX to do it faster than China can compete with.

Now this monopoly is broken with the CZ10B success. I'm sure the Pentagon is pounding sand rn.

My understanding is that the SR-71 was a prestige assignment in the air force and a lot of pilots/mission commanders went on to earn general rank, so there was a lot of jealousy and rival procurement programs.
It seems as if the path to career success in the US military (and honestly probably the same in most other countries) is to get control over the development of some new technology/design that can be sold to Congress for billions of procurement dollars, and then build a little administrative empire inside the pentagon for the rest of your time in uniform. Much easier and safer to fight all your important battles in Capitol Hill.
