afaik thats not social housing, thats just private rentals being rented through the council which is different and usually only happens when there's no social housing stock. not quite pure private rent, but not social housing either. tends to be temporary iirc and also yeah they will tend to put problematic people there so they don't destroy current social housing stock. the same how people who are problematic end up in hostels way longer than people they know will be successful placements in new properties
