Russia is planning a network of hundreds small, well-secured "micro-refineries" (mini-NPZ) across the country.

I don't know what they did but it's clearly working.

"Micro-refineries" are because Russia doesn't have reserves for retail fuel sales and runs on just-in-time logistics. That's just the logical next step, retooling for fuel reserves to absorb supply chain shock would be much more costly.
