Prisons are meant for rehabilitation rather than punishment, BUT individuals that prove to be unable to be rehabilitated are treated as dangerously unwell (there is something actually wrong with you if you choose to do crime even if your needs are provided for and don't get better with help) and will be committed to asylums and treated.

Government is decided by a trial. Candidates are elected, and then the candidates fight it out and the winner becomes king. The trials would be games of strategy, combat, and leadership.
There would be an entire institution to select aristocrats. Kind of like a system of masonic lodges where those with the greatest loyalty to the civilization are promoted up the ladder and given roles of responsibility. These people are selected for their loyalty, rather than capability, so they would be paired up with successful people from the economy to make decisions and govern the counties. Every year great games would he held in massive arenas, where men from all walks of life compete and test their mettle.
The economy would prioritize saving over spending, and honor over wealth.
