Americans are fat retards and the idea of walking to a train station is sickening to them. Even in my country which isn't usually known for great rail system like western europe i can take a train to every single city and all notable towns and it's more practical and even cheaper than driving. I loved taking the train 6 hours during snowfall with a big thermos of warm tea, food and relaxing. You can pay equivalent to 2 dollars to bring your dog on the train, bike etc. I've even made friends and my ex girlfriend I met on a train. Americans can't experience this in their shoddy shartbox and I feel bad for them.

Existing rules on speed through towns, who owns what right of way, and the fact that cargo has priority over passenger trains. So a huge number of hurtles you would have to get through and then you need to account for the economics of ridership. So basically inertia.
