Quite the opposite, with a 9th grade education from a public school system i read and researched on my own. Everyone that I interviewed with always asks which college i attended even when i list none. School isnt a place where intelligent people go.

i work in tech and people almost never check references
i was hired at Google in 2019 and they never checked references, but they did employ a company to check degrees (who knows if they ever actually verified anything, though)

It's not a crime in any state I'm aware of to lie on a resume for any random job, that's a civil matters they could sue you for but it wouldn't be worth the effort unless you majorly fucked over the company.

If you have a higher regulated position like doctor, lawyer, even dentist or massage therapist, states or the federal gov have business laws you have to follow. They can check your certifications and whatnot and if you're not up to date you can't practice. Even mechanics. Some of the lesser ones are enforced by city code enforcement.
