The communist state was trying to urbanize and they doverted a bunch of resources to the city, without accounting for the peasant's needs leaving them to starve. However you should be suspicious. Because note that the specific population affected had, not 10 years before, pogrommed the jews. The jews primarily live in the city. So while their enemies starved they got richer than ever. Again call me crazy but it seems like someone did this deliberately.The 11 million number is not legitimate though. The Soviet system was incredibly fucking corrupt. So when Stalin promised to raise the population through birthrate policies, demographers got the message loud and clear to make this happen, or else. As a result they switched millions of Ukrainians to count as "russian", which on paper looked like 11 million unrainains just got holocausted.
