Also Belgrade is one of the ugliest European capitals, and it's not because of the architecture, there are lots of prewar buildings, but because of its lack of maintenance. Then go to the next and so on. It's Pareto distributed like everything else, which means that 1% of the buildings are responsible for 50% of the uglyness.
