With Wano the scale is too big. 90% of it is just recapping what had already happened so far in the arc. The Katakuri fight was annoying with how long it dragged on, but the Kaido fight drags on for three times as many episodes.

Well, that's not the worst thing the government could spend money on.
Open world pirate adventure on the high seas? Sounds like you would need an intricate plot for that with lots of character writing. Like Pirates of the Carribean.But not in Wan Piss. Open world is too difficult. So let's constuct an irrational planet with a convenient equator so everything is a straight-line. Oh and each island has its own climate system. That way you can just tell a linear story that repeats with every new island. Easy. Oh and the characters are as unsubtle as possible with exaggerated features and personalities.
