That will be hard because the USA programs have tons of funding and talent but I could see Japan being more competitive then communist EU program that gave up on the heavy lift rockets because of SpaceX and the NASA SLS super heavy launch . idk what the EU space program even does now. The benefit to Japan is they wont have to meet stupid EU regulation and geo return quotas.
