There's plenty Russia can do about it, they just don't think it's acceptable to do so yet. The refinery damage is all things considered pretty minor, it looks cool on propaganda but you can weld those tanks together just about as quickly as drones can destroy them, if you listen to ukrainian sources Russian oil production capacity has already been destroyed multiple times over which means either they are repairing it as quickly as the damage happens or the damage isn't as big as ukraine may lead you to believe. They could for instance sweep starlink from the sky or just start nuking cities and transit hubs on the polish border. The issue is that they have already bombed everything worth bombing with small munitions and are killing tens of thousands a month in actually militarily effective tactical strikes and this doesn't phase ukraine for some reason. Terror bombing to match terror bombing is usually not the strategy you want to employ as the winner in any conflict. They lack the sort of mid level escalation beyond that until it starts going into the real heavy hitters partially because ukraine simply has nothing worth destroying anymore.

It is likely that there is consensus splintering in particular demographics who feel unrecognized or underappreciated for their loyalty. This is a common phenomenon in conflicted societies and can be easily placated with state awarded honorifics/recognition. Everyone always feels that they are the vital, hidden, cog in a large machine and a small reward is good management practise. Mild frustration with work challenges is a million miles away from taking up arms and storming the Kremlin.
