It’s not so easy as that. There are limits to manufacturing capacity. And equipment breaks down, clean rooms get contaminated, etcetera, which eats up schedule time to fix. They also are dealing with complex supply chains, and all of this is heavily regulated, which slows everything down considerably. There are also highly regulated expiries for all medications, so stockpiling is not possible beyond a certain point.

Estradiol is chemically stable. It's fully oxidized already.

There is no shortage in the estradiol APIs. The shortages occur because most countries have control over pharmaceutical supply chains. They usually require companies to make the final product in-country.

But for hormones currently only China can actually manufacture them for the most part. It requires genetically engineered bacteria to produce and China has the best government program for it. They also hold all the patents, all the researchers, and all the archives of bacteria made.
There are fully synthetic pathways of course but they aren't cost effective which is why something like 97% of hormone APIs come from China. The pathways to do it from diosgenin also requires chrome-6 which is nasty stuff. Probably why it's done in India where the workers are expendable.

I don't think there are any hormone APIs made in any Western country. Lots of finished product of course. But not the APIs.

I checked and Indian estradiol valerate pills have a 2 year spreads between manufacture and expiry. My T cypionate vials have 3 year spreads. A lb of T cypionate API has 5 year spreads, and I'm pretty sure you can just send the shit off to a lab for an updated CoA to get another 5 years. Where? The US FDA sends inspectors to China and India. If they are denied access to the plant, they mark every batch made in what they couldn't inspect as contaminated. It becomes illegal to import or sell in the US. I got a box of pills from my pharmacist with Chinese characters and got curious. The manufacturer had a history of that. The FDA enforcement letter cited pill presses with missing parts. They were denied further access after photographing the presses. They're producing final products for sale in the US. That's why they have presses on the floor.
