It's really a ceremonial or symbolic distinction, and Trump's using it the way the framers intended. It's a procedural route for a President to allow a law that he doesn't want to endorse. He could have vetoed it if he wanted to, but he's allowing it to pass while still beating his chest about how critical his election bill is. It's just standard political theater.

Yeah I was just reading about it. The most common reason to do this is if your loyal base is against the bill. You signal to them you are against it but still allow it to pass because it must pass. Trumps "loyal base" probably thinks it means that the bill didn't actually pass but the deep state is just doing it without approval
