He looks like he stroked out. If he's alive he probably can't walk and is slurring every word to a borderline incomprehensible degree. It would explain him being dressed too, he's got some rehab person dressing him and teaching him to walk again, and why they won't let anybody talk to him or take video of him. Not as bad as him being dead, but if he's not fit to record a 20 second video after a month then he's not fit to serve, which has the same effect.
