When they say that they went from a 5nm to a 2nm process node they just mean that they have squeezed more performance out of the same hardware and stacked more transistors on top of eachother to achieve a result similar to shrinking the node. China can do the same thing. As long as chip design keeps improving they don't have to worry about how small the node technically is.
