Newest power plant have cooling tower that are working in almost closed circuit and are not affected by thernal regulation ;

All nuclear reactor works fine and the shudown is only a stupid ecology law to prevent to heat too much the water of the river to protect aquatic species ;

France have almost 70% of its production with nuclear, some other means of production are hydroelectric dam, fuel, gaz, solar and wind turbine ;

In summer we don't use much so we can afford to stop a few nuclear reactor ;

EDF ( electricy of france ) is actually quiet good at load balacing with their nuclear power plant, but you are right on the principle, reaction is either ON or OFF, ans usually starting a reactor takes a few days but here is what they are doing ( roughly, not to technical ) ;

A single power plant usually have multiple reactor, you can turn off some reactor to reduce the overall output ;

Working reactor needs to be cooled, they are managing to almost "stall" a reactor to raeduce heat and production, so they don't have to turn them off completely and can restart them almost on demand ;

When power is not needed on the network it is redirected to water pumping in our dam and many artificial lake and we use them to store power ;

In case of overloads, all our nuclear reactor have independant switches and we can disconnect them to the network to cool them off and turn them off later so it doesn't mess with the load balacing
