The easiest thing to do would be form a civil corps branch of the military and conscript them. Half would end up killing themselves or being forced out for habitual problems but the other half would get sober and actually be productive somehow. But this problem is really downstream of other political problems. If you fix those, the problem mostly fixes itself eventually.
