Both. He put Germany into an unwinnable war scenario by antagonizing most big powers in Europe and beyond to the point where they would rather support the USSR than him. All he had to do was do nothing and observe relations between Britain/France etc. and USSR get worse and worse until they would be locked in a hot or cold war, thus making Germany a less urgent threat. But instead, he did everything he could to show Britain that Germany was aiming for revanchism and was a bigger threat to them than the USSR. His primary objective should have always been to avoid antagonizing Britain, but instead he did exactly that by annexing and invading all countries around him. He really wasn't the brightest mind out there, since his entire war strategy relied on writing nice things about Britain in his book and hoping that would be enough to get Britain to change its centuries-old strategy of preventing a single power from dominating continental Europe.
