It's really REALLY hard to destroy a big structure like a dam. Take as example the bridge in crimea, they have been trying to destroy for years and only got light damage. Bridges are a lot more brittle than dams, like an order of magnitude or two weaker. I'm not sure if anything below a nuke could do significant damage.
