Economic crisis, more totalitarian rule and more aggressive stance (without muscles to back it up) against Russia and China.
You will not only lose bank access for expressing wrong think, most will get slapped with travel bans preventing them from leaving (unless they are super law abiding and can document regime support online).
Expressed wrongthink, as in any legitimate opposition to the totalitarianism, will be branded extremist and as treason with legal battles for anyone not shutting their mouth.

There will also be more immigration and more hidden taxes.
Expect an "exit tax" where you will be slapped with something like a 50-60% tax on everything you own if you move from the EU.

But in the end, there is nothing the EU, nor the west in general, can do against Russia.

This is what the bureaucracy will do and they will do everything within their powers to do it (legal or not).
I would also assume that they will dabble with withdrawal limits on accounts, so European bank accounts can draw down more than 30% of their balance or something like this over a certain number.
If you can motivate a higher withdrawal limit to the bank (following EU directives), then you may be granted a higher limit.

So the EU is over, but it will go down slowly, kicking and screaming and dragging everyone it can with it.

EU will impose sanctions on the country (Hungary), demand a new election (Romania) or call for banning the party (Germany, Greece, France and probably others).
