It's an intersection between a major interstate highway and the main perimeter highway around one of the largest cities in the US, that is well known for extremely car centric. Over 300,000 cars pass through there every day.

Why do you assume that these are two separate groups? No one actually lives right next to it, that's all commercial and industrial buildings.
For the people who live in the general vicinity of it, most of them will regularly use it to go to other places. It's like living near any other kind of crossroads.
