The government CREATES money. It does not need to collect taxes from anyone (at least at the federal level) before it can spend. US dollars can only be used to purchase things priced in US dollars, so whether they take the money with them or exchange it, the dollars never actually leave the US financial system.

The only thing that matters is REAL RESOURCES. Do you actually have literal actual stuff: goods and services. If "the rich" are taking their whole apartment building they own out of the country or their machining facility out of the country, that's a real problem. If they are taking their bank account, it doesn't matter at all.

That is correct -- they are lower order governments. The Federal government does control the money supply, even though "controlling" it is a waste of time and nobody bothers with that anyone (they have interest rate targets instead). The Federal government is perfectly capable of per capita dispersal payments to fill any potential shortfalls in state revenue.

The primary determinant to the value of any given currency is the amount of goods and services available that are priced in that currency -- not the amount of currency that exists in total. Dr. Richard Werner has done extensive research on this topic, that the quantity of credit matters less than what it is channeled toward.

This is why China is constantly experiencing deflation despite creating vast quantities of money -- because it is constant channeled to capital formation and productive purposes, not bidding up the price of existing assets.
