Despite this being true, ICE as it exists today in the real world has been a known dumping ground for the absolute worst federal agents and scumbags for years. 10 years ago, when I still worked for CBP, it was common knowledge that people who got transferred to ICE often just straight up quit their jobs within a year if they couldn't get transferred back out because it was just that bad over there. And that was long before Trump ramped up shit like the border wall or lowering hiring standards to almost nothing. We need an organization that does the job of ICE, but the current crop of agents doing it are just the kind of people who wanted to be paid to be racist and get away with brutality against people without the pretense of having to actually help people. Hired thugs, worse than any police force because at least the police sometimes care about the people to some degree or another. Its like, we need fire departments because fires are bad. But you'd still want to do something about a fire department that was known to just fucking rob your house whenever they showed up to 'fight fires'.
