Not that local governments are always the best about transparency but body cams were a big focus for many years because of alleged police misconduct. The unintended consequences is that scum has their shit become public very easily now. The only notable carveout most states have in their FIOA/Sunshine laws is children/more personal confidential information like a social security they will censor out of the footage and some types of sensitive investigation information.You being an ass is pretty much fair game for anyone. Though recently many states went back and attached/amended laws so a specific criminal liability for misuse of body camera footage and general FIOA requests. This was done both to comply with the 6th circuit weird opinion and to stomp on sovereign citizens who would obtain otherwise non public information to fuel their abuse of the legal process.
