You fundamentally misunderstand the law. They can't be arrested during the session but they can be cited after the session ends. They aren't completely immune the consequences are just delayed

Much like how the police are superior at driving and know when they can do certain things. Register your car, keep up to date with your insurance, the speed limit is THE HARD LIMIT. +5 is only for passing.
