Only if they can avoid being addicted to ID for everyone else. They'll arrest people for failing to produce ID in states where you only have to produce ID if you're being arrested. They'll demand ID from people they've already positively identified. They demand ID from the people who called them for help. They can demand ID from someone claiming to be the governor.

How many situations are there really? I don't interact with cops at all so none of them should be able to recognize me. I imagine that you're in the same boat as are most other people.

In most states, simply identifying yourself verbally without showing ID is the legal standard. Cops still regularly try to arrest people for not showing ID. They're ID addicts. They need the ID. They have panic attacks when they can't get it. This should not be a double standard.
