The governor of South Carolina appointed a placeholder until November when an election replaces her with a normal senator who will serve the 6 year term. The fact that the appointee is his sister is immaterial. Since the governor can appoint anyone in this special case, he decided to honor Graham's tenure through his closest surviving family. The alternative is millions of dollars spent on a special election that just gets redone in a couple of months after it's over.

Elections in US are largely ran by volunteers with the in person parts at least. Difficult to wrangle volunteers across an entire state on short notice while also properly informing voters of who is on ballot. Look at the stuff in Maine with that guy who withdrew. They are scrambling to hold a special election and people already are saying it is like when Harris was chosen to run for Biden. Same thing would have happened if they shoehorned an election for graham. Its a stupid argument but it is what they use because everything is so inefficient here.

The idea is that they represent the people who voted for Lindsey Graham/GoP, this works because you get someone close to the original person.
It's usually only a caretaker position and she'll voted on party lines and basically the numbers in the senate don't change.

While there's a small amount of:

Something along these lines has been in democratic constitutions or at least conventions, for hundreds of years and for the most part, works fine.
Taking advantage of an opponent's death for political gain is such a mask-off action that it's unlikely to be worth it in most circumstances.
The current administration is admittedly prone to testing these boundaries though but this isn't a case of it here.

In most places you have to register with a party , so you're on public record as R,D or I, which tells everyone how you'll be voting 90% of the time anyway. This isn't the 1700s and a high trust society. We need to be able to tie votes to one per citizen so we can prevent fraud. Dont know how that works. My state is open primary. I just declare which party I want to do primary for. Could do blue team this year. Red team next year. I typically dont bother with primary but I do vote when a woman is on the ticket to always vote for a man if a woman is the front runner for either party. 17th amendment says the governor can make temporary appointments in vacant senate seats as directed by state legislature, that person serves until a special election can be ran--in this case it's the regular election because the death was close to the election anyway.
