Most European windows don't support AC. Most European homes don't have forced air systems which rule out central AC. As for mini-splits I feel the excuse is money, however in Canada atleast heat pumps are subsidized for green energy reasons; you would expect Europe to do the same.

when it was really hot like 2 weeks ago I seriously looked around for ACs cuz it was seriously miserable. everyone and everywhere gave me months wait/delivery times. apparently a bunch of people felt the same way. no big loss, figured I'll just do this stuff in the winter (and this time I really mean it)but now it's perfectly fine again. now the usual stuff works (blinds down during the day, windows open at night) and I'm catching myself thinking "well maybe I dont really need AC anyway, next time I'll just get a fan for that one hot week"but who knows, it's only july. maybe there's another scorcher peroid ahead and I will change my tune again.
