In order to foster any serious conversation, one needs to be intellectually capable of doing so and more importantly put a little bit of effort into it. But to kill any discourse all you need to do is effortlessly spam things, call people names, engage in threads non bona fide and so on. So, a relatively small group of people can ruin a good time for everyone by just being as obnoxious and annoying as possible. Once they constitute a critical mass, this atmosphere starts snowballing, changing the discourse and pushing more reasonable minds out. And thus you receive what /pol/ is today - a big shit-throwing contest where being constructive about anything is actually a weakness to be exploited.
