He knew exactly how to clean up after the crimes so that there was nothing for forensics to go on, and this was back during the 80's and early 90's, before the methods were publicly known, so he had to have been a cop to know exactly how to destroy all the forensic evidence perfectly.Even if the cops knew who it was, they couldn't prove it in court, and if they could, they wouldn't want to, because it would bring the entire police force into disrepute.

Crime in the 80's was easy mode. Primitive forensics and cameras weren't all over the place. These days you can't do shit.
