If you have your own house, you are allowed to install a split unit without permission. good lord. One thing I like about the states is that especially if you live out in the country you can basically do all your own work. It still has to pass basic code inspections but honestly you should want those. The hardest part about HVAC is I think the refrigerant purchase may require some license but can get around that with pre-filled mini-splits or just find a tech or guy who will fill it.
