actually the NFA has been ruled unconstitutional in hayes or hanes or something in the 1960s where they said the registration requirement violates the 5th amendment so if you are prohibited from owning a gun you are legally exempt from the registration requirement of the NFA per some amendment congress made to the law in the 1960s

The GCA was *signed* into law 22 October 1968 by the president, but it was originally proposed five years prior after the JFK assassination about mail-order firearms; it had been most recently introduced to the U.S. House of Representatives in January 1967.
