Unfortunately, that's how things work in despotic shitholes. In order to hold on to power, loyalty to the despot is valued above all else, which means competent commanders will be sidelined and initiative will be regarded with distrust. If you read El Shazly's "The Crossing of the Suez," he has incredibly similar complaints about what it was like to work under Sadat's government. Thing is, if you don't have someone like Zelensky forbidding elections and keeping an iron grip on the country, the entire project falls apart. Figures with western sponsors like Zaluzhniy and Fedorov may like to larp as democratic defenders of the free west, but that flies in the face of the fact that Ukraine as an axis is only tenuously held together by brutal suppression of dissent. The people don't actually want to fight, that's why they have to be press-ganged. There's probably a lot of truth to Fedorov's efforts to curb corruption in the military, but his ideas about automatizing the war are delusional and hyper-fixated on PR strikes that take place far from the actual front, where men are desperately needed just to stow the Russian advance. That's why people like Syrsky will always be given priority: they obey orders and understand that wunderwaffen aren't going to replace the human cost.
