Is it literally that simple for nations?

I played a game of civilization VI recently and there are easy lessons to be had for nations today.

I attacked my neighbor when I previously took over the now deceased civilization, my army was vast but since I spent tens of turns on building an army my domestic industry suffered. When I declared war I thought I had enough military power to take their cities but quickly found out the technology changed and my previous tactics didn’t work.

Are the USA and Europe that dumb? I was able to learn the lessons of technological change in warfare im about 15 minutes why does it take so long for real nations?

What are the political implications of being so bad at introspection that you end up getting bogged down.
