It's for domestic propaganda purposes. Bombing gas stations is the weakest possible response to your oil refineries getting blown up, but they're desperate to produce at least something of the same effects (fuel lines) in Ukraine to show off to their people seething in their cars right now. Russians will tolerate spending days in a fuel line as long as they think Ukrainians are doing to same.

Our society is built on apathy. Nobody gives a shit about the war. People just want to live their lives and leave politics to the politicians. More bombs and attacks require getting ordinary people involved, which only increases the chances that people will start to care about it, something the government doesn't want. We live by the "not my problem" rule. We are a completely atomized society, and nobody gives a fuck. Literally nobody gives a fuck. Putin started this war - let him fight it himself. We don't care. We are completely depressed and apathetic right now. Zero desire to achieve anything in this war. Soldiers, commanders, generals - none of them have any motivation to take anything. People are just thrown into meat waves because Putin demands "progress" on the map. This war was lost in the first few days, and it's only continuing because Putin is completely unhinged and insane.

At the same time, we are extremely atomized and divided. Maybe if we weren't like this, we would have ousted Putin years ago and this war wouldn't have happened. But we don't protest at all, we just watch this shit unfold with pure doomer sadness.

I don't think anyone is significantly worse Putin at this point. The only thing that could theoretically happen is that marginalized individuals and bandits like Prigozhin could seize power. In that case, Russia would simply descend into chaos, possibly dragging Belarus, the Baltics, and other Eastern European countries down with it.

But even now, there are literally no such candidates for the throne. The entire political field has been cleared. We have no famous military generals or anyone else. This is a deliberate practice - Putin has spent his entire reign denying any military personnel any popularity, fearing that the army might overthrow him.

That's the thing. You guys really do overestimate how politics (and war) affect our lives. Even if you decide to improve your life through politics, the best option is to deal with your local government rather than trying to overthrow Putin or anything else that will only make your life even worse. In my city the biggest problem for politically active locals right now is that we were forced to hold City Day in the park instead of the town square because of some legal issues.

Thing is, intimidation doesn't work on a regime that is controlled from abroad. Neither USA nor Zelenski care about discomfort of ordinary civilians. And given traditional Slavic spitefulness and endurance in the face of hardship, Ukrainian civilians civilians dont really care that much either. Limiting cruelty also does little to improve perception of Russia amongst Ukrainian civilians, because its still fucking warfare and its still destroying buildings and killing innocents.

so his best call for now is ordering short-term increases in punitive strikes whenever he feels that ukraine is "overdoing" it, giving the appearance that he is retaliating and a mild deterrence effect to the enemy

one should never forget when wondering "why russia isn't going all out" is that ukrainians irreversibly destroyed the economic and demographic future of their country precisely by "going all out"
